Adopt a Resolution Ratifying Interim City Manager's Employment of Luis Aguilar as Economic Development Director and Approving the Employment Agreement, effective February 5, 2024.

BACKGROUND INFORMATION:
At its November 1, 2023 City Council meeting, Council approved the adoption of a new classification and salary for the position of Economic Development Director. The Economic Development Director will focus on the economic development strategic visions of the Council and on the development of a long-term economic development strategy, administering marketing and outreach programs for the retention and expansion of existing businesses and to expand commercial and industrial development in the Lodi Community.
Human Resources conducted a recruitment and the interview panel included members of the business community, City Council and City staff. The City Manager has selected Mr. Aguilar to fill the vacant position.
Staff recommends approval of the attached Employment Agreement between the City and Luis Aguilar.

FISCAL IMPACT:
Staff anticipates employee cost savings in the General Fund budget due to vacancies that will offset the Economic Development Director employee costs of $111,445 for FY 2023/24. The annual employee costs thereafter are estimated to be $256,565 and will be included in the annual budget. With the elimination of the Business Development Manager and no plans to fill a currently vacant Customer Service Representative position, there is estimated to be no long-term budget impact to the new position.
