BACKGROUND INFORMATION:
Governor Brown's Drought Executive Order of April 1, 2015 (EO B-29-15) directed the Department of Water Resources to update the State's Model Water Efficient Landscape Ordinance (MWELO) through expedited regulation. The California Water Commission approved the revised Ordinance on July 15, 2015.
In response to the additional oversight and reporting requirements associated with the ordinance, the City of Lodi is proposing to enter into a Professional Services Agreement (PSA) with O'Dell Engineering, Inc. for on-call landscape architectural services. Services include on-call assistance for MWELO related building permit plan review and ordinance conformance review for projects that include over 2,500 square feet of landscape improvements, and for other MWELO related consultation.
Staff recommends authorizing Interim City Manager to execute a three-year PSA, with the option of two one-year extensions, with O'Dell Engineering, Inc., of Modesto, for on-call landscape architectural services, in an amount not-to-exceed $100,000.

This contract does impact the General Fund but fees currently offset the cost.
