body
BACKGROUND INFORMATION:
Lodi Electric Utility ("LEU") is upgrading and modernizing all substations with new advanced relays that generate large amounts of data that is only used in real-time.

In an effort to advance engineering analysis, this data needs to be placed into a data management system to determine system trends, load growth, and system or equipment issues. The current method of tracking data in spreadsheets and workbooks is not efficient nor is it a recommended practice.

Without an integrated data management system such as the proposed AVEVA PI System, it is difficult to make clear and well-planned engineering decisions. AVEVA's PI System allows LEU to use raw historical data and visual trends aligning with other utilities and engineering tools. Utilities and agencies such as Northern California Power Agency, the City of Roseville and SMUD use this software to manage and analyze utility system data in a similar manner.

Staff evaluated another similar product available through its current SCADA software provider but it was not recommended due to the small size of the City of Lodi utility and corresponding cost which was initially quoted at approximately half a million dollars. As such, in accordance with Lodi Municipal Code, Section 3.20.070 (5), bidding shall be dispensed when the City Council determi...
