Adopt a resolution approving the fees associated with the business license registration program.

BACKGROUND INFORMATION:
In September 2023, it was determined the then current Business License Tax was invalid under Proposition 218 due to the timing and method of its original adoption.
On February 21, 2024, the City Council repealed and reenacted Lodi Municipal Code Chapter 3.01 "Business License Registration Certification" establishing a business license registration program and cost recovery fee mechanism for administering the program.
On March 20, 2024 the contract with Hinderliter de Llamas and Associates was approved by Council for the oversight of the newly established business license registration program.
Staff recommends approving the fees associated with the business licenses registration program as shown on Exhibit A to the Resolution attached to this report, annual fee adjustments beginning January 1, 2025 and each January 1 thereafter using the Consumer Price Index for All Urban Consumers (CPI-U), San Francisco-Oakland-Hayward, CA for November of the prior year and passing the regulatory fees onto the businesses that are required to be collected by the State.
