body
BACKGROUND INFORMATION:
In the past, Electric Utility staff processed solar installation permits for Lodi residents using an entirely paper-based system. However, in May 2022, the City Council, via Resolution 2022-121, approved the purchase and use of Power Clerk for the electronic processing of solar permit applications.
This change has significantly reduced cycle times and streamlined the processing of these permits for city residents. The contract with Power Clerk is set to expire soon. Given the benefits of expedited and simplified electronic processing of solar permits that Power Clerk has enabled, staff recommends renewing the contract for an additional three years.
Pursuant to Lodi Municipal Code 3.20.075, staff has deemed Power Clerk as the most qualified and user-friendly software program to provide solar permit engineering feedback, processing and management services for customers. Staff allocated funds in the budget to implement this project in the 2024/2025 fiscal year. Staff is requesting Council approval to roll any unused funds into the next fiscal years.
