body
BACKGROUND INFORMATION:
This pavement resurfacing project includes the application of rubberized asphalt and fiberized slurry seal, resurfacing treatments that are designed to extend the life of existing roadways. The project limits included various streets throughout the City, as shown on Exhibit A.

The contract was awarded to American Paving Systems, Inc., of Modesto, in the amount of $1,297,550, on December 20, 2023. At that same meeting, the City Council authorized the City Manager to execute change orders in an amount not-to-exceed $150,000, for a total not-to-exceed contract price of $1,447,550. All work was completed in substantial conformance with the plans and specifications approved by City Council.

The contract was completed in a timely manner. The final cost of the project is $1,405,474.33, with one Change Order in the amount of $107,924.33. The change order included additional pavement repair, and resurfacing elements at the contract unit price, including the addition of Lincoln Avenue.

Following acceptance by the City Council, as required by law, the City Engineer will file a Notice of Completion with the County Recorder's office. The notice serves to notify vendors and subcontractors that the project is complete and begins their 30-day period to file a stop notice requiring the City to withhold payments from the prime contractor in the event of a payment dispute.

STRATEGIC VISION:
5C. Infrastructure: Address deferred maintenance.

FISCAL IMPACT:
By investing in the appropriate maintenance projects, significant capital dollars will be saved by extending the useful life of the pavement and foregoing more costly pavement reconstruction.
