RECOMMENDED ACTION:
Accept improvements under contract for 2023 Pavement Crack Seal Project.

body
BACKGROUND INFORMATION:
On November 1, 2023, Council awarded a $79,445.44 contract to Global Road Sealing, Inc. to clean and seal existing cracks in pavement surfaces and other related work at locations shown on Exhibit A ("Contract").

The Contract supplements work performed by Street Division crews to maximize the street area sealed each year. The primary cause of asphalt failure is water infiltration into the street subgrade. Crack sealing is one of the most basic, and important, preventive street maintenance practices, and the Contract was meant to accomplish this maintenance.

The Contract was completed in substantial conformance with the specifications approved by City Council on August 02, 2023. The final Contract price was $79,445.44 with no change orders.

Following acceptance of the Contract improvements by the City Council, as required by law, the City Engineer will file a Notice of Completion with the County Recorder's office. The notice serves to notify vendors and subcontractors that the project is complete and begins their 30-day period to file a stop notice requiring the City to withhold payments from the prime contractor in the event of a payment dispute.

STRATEGIC VISION:
5C. Infrastructure: Address deferred maintenance.

FISCAL IMPACT:
By increasing the crack sealing effort, the useful life of City streets will be extended. This project does not impact the General Fund.

FUNDING AVAILABLE:
This project was funded by TDA Streets.
