BACKGROUND INFORMATION:
The City of Lodi experienced difficulty recruiting qualified Assistant City Attorney applicants. The City of Lodi contracted with an outside recruiter, William Avery and Associates, Inc., three unsuccessful recruitments for the Assistant City Attorney position were conducted. During the first recruitment, the City received zero applicants, and in the second it extended an offer to a qualified applicant; however, the applicant declined due to relocation. During the third recruitment, an applicant was offered the position and they withdrew from the process after receiving a higher counter offer from their current employer.
The City contracted with Gallager Benefit Services to conduct a total compensation survey across all City Departments. The survey results for the Assistant City Attorney position indicate that the current salary range of $166,619.00 to $202,526.37 is approximately 8.22% below median of comparator agencies. Consistent with the unsuccessful recruitment results, the survey indicated the position is not competitive in the market.
It is critical that the City offer a competitive salary to attract a broad pool of qualified candidates for the Assistant City Attorney role. Therefore, staff recommends that the City Council approve an increase to the position salary range of 8.22% to bring the salary to median of comparator agencies. This increase will make the Assistant City Attorney position more competitive in the marketplace and attract more qualified applicants. The proposed annual salary range is $180,315.03 to $219,174.04.
