RECOMMENDED ACTION:
Set a Public Hearing, for November 6, 2024, to consider waiving the first reading and introducing an Ordinance to repeal and replace Lodi Municipal Code Chapter 2.08 "City Council Salaries" in its entirety.
body
BACKGROUND INFORMATION:
Lodi Municipal Code ("LMC") Chapter 2.08 currently sets the salaries for the Mayor and City Council Members (collectively "Council Members") at $860 per month. This $860 monthly salary amount has not been increased since 2008.
SB 329 was signed into law in June of 2023. The legislation amended Government Code Section 36516, increasing the maximum amount of monthly salary payable to Council Members of general law cities, such as the City of Lodi. Under SB 329, maximum Council Member salary amounts remain tied to City population. Any increase in Council Member salaries requires an affirmative act of the City Council. Automatic future increases in Council Member salary, such as automatic cost of living increases, are not permitted.
Under SB 329, an increase to the Council Member salary amount must be enacted by ordinance considered during at least two regular meetings of the City Council at least seven days apart. The ordinance increasing salaries must be supported by findings demonstrating the need for the increased compensation (Gov. Code Section 36516(g)).
STRATEGIC VISION:

FISCAL IMPACT:
The salary increase is estimated to cost an additional $29,290 for the remainder of Fiscal Year 2024-25. The annual estimated impact is $50,220 or $10,044 per Councilmember inclusive of salary, PERS and the City's deferred compensation match of 3%.
