BACKGROUND INFORMATION:
The primary cause of asphalt failure is water infiltration into the street subgrade. Crack sealing is one of the most basic, and important, preventive street maintenance practices.

This project consists of thoroughly cleaning and sealing the existing transverse and longitudinal cracks in pavement surfaces and includes other incidental and related work. This contract is intended to supplement work performed by Street Division crews to maximize the street area sealed each year. The locations are shown on Exhibit A and listed on Exhibit B.

The specifications are on file in the Public Works Department. The planned bid opening date is March 26, 2025. The project estimate is $75,000.

With the intention of completing this project prior to this fall, staff intends to utilize the City's Uniform Public Construction Cost Accounting Act portion of the adopted purchasing policy (for projects estimated between $60,000 and $200,000). Staff will provide a breakdown of the bids received at the time the project is accepted.

Staff recommends approving the specifications and authorizing advertisement for bids for 2025 Crack Seal Project and authorizing the City Manager to award contract to lowest responsive bidder in an amount not-to-exceed $75,000.
