BACKGROUND INFORMATION:
At its Special Meeting on January 28, 2025, the City Council expressed interest in a 2x2 committee comprised of representatives from the City Council and the Lodi Library Board of Trustees (Library Board).
PURPOSE:
A 2x2 committee is a small, focused group typically consisting of less than a quorum of each party, department, or group represented -in this case, two representatives from the City Council and two from the Library Board. Committees, such as these, are formed to address specific issues, foster collaboration, and make decisions efficiently. The main goal behind creating this 2x2 committee is to streamline communication between the City Council and the Library Board to ensure that information and concerns are communicated and addressed by both entities. The structure is designed to encourage collaboration and promote coordinated decision-making for Library operations and the City budget to meet community needs.
ESTABLISHMENT OF 2X2 COMMITTEE:
1. Appoint members of the City Council to participate on this committee. A corresponding item will be presented to the Library Board so that they may appoint their representatives. It is also recommended that a staff liaison be appointed by each the City Council and the Library Board to attend meetings, address action items and to provide general support to both parties.
2. Define the scope or responsibilities of the 2x2 committee to determine goals and objectives, topics of discussion, the duration for which this committee is to be established, and the frequency in which it meets.
