BACKGROUND INFORMATION:
San Joaquin Council of Government (SJCOG) administers the regional sales tax, Measure K. A portion of Measure K proceeds provide funding for bicycle and Safe Route to School projects. In order to apply for non-competitive Measure K funds, the City is required by SJCOG to have an adopted Safe Routes to School Plan (SRtS).
A SRtS plan identifies infrastructure improvements that, if implemented, could improve pedestrian safety and accessibility around schools. The plan will be used to implement infrastructure programs and prioritize them as funding becomes available. Infrastructure improvements include installing Rectangular Rapid Flashing Beacons (RRFBs), installing or reconstructing curb ramps or closing sidewalk gaps among various other possible improvements.
Current funding availability does not allow all of the recommended improvements to be constructed at this time. In order to progress towards making all routes safe, the recommended improvements will be prioritized into three primary phases based on the proximity to schools. The first, and most prioritized phase, will be improvements within 500 feet of a school. The second and third phases will be improvements within 0.25 and 0.5 mile of a school, respectively. Each primary phase may be split into sub-phases if only partial funding is obtained.
Staff is recommending the City Council adopt the Safe Routes to School Plan and authorize the Deputy Public Works Director/City Engineer to make changes as needed.
