BACKGROUND INFORMATION:
This item is being brought forward at the request of the Council, following direction given at the June 4, 2025, City Council meeting.

The request is to provide seed capital to support the initial phase of forming a Property-Based Business Improvement District (PBID) in Downtown Lodi.

A PBID is a defined geographic area within a city or municipality where property owners collectively agree to pay an additional assessment (a special property tax or fee) to fund improvements or services within the district.

Services that are typically provided by PBIDS include: enhanced security and cleaning, landscaping and beautification, marketing and events, street furniture and lighting, and capital improvements (e.g. signage and public art).

The total cost of the initial project is estimated at $45,250 based on the letter of request received by staff which is attached as Exhibit A.

The Lodi Chamber of Commerce will act as the fiduciary representative for the group of property owners.

If the City Council considers moving forward with funding the request, staff recommends the funds are provided as a reimbursement of Chamber expenditures towards the project. Funds are available in the Economic Development Budget for FY 2024-25.

STRATEGIC VISION:
1A. Downtown: Community and Economic Development.

FISCAL IMPACT:
The project will cost $35,00...
