body
BACKGROUND INFORMATION:
The primary cause of asphalt failure is water infiltration into the street subgrade. Crack sealing is one of the most basic, and important, preventative street maintenance practices.
This project consisted of thoroughly cleaning and sealing the existing transverse and longitudinal cracks in pavement surfaces and included other incidental and related work. This contract was intended to supplement work performed by Street Division crews to maximize the street area sealed each year.
On March 5, 2025, the Council approved specifications for this project, and authorized the City Manager to award the contract to the lowest responsive bidder not-to-exceed $75,000. One bid was received on May 14, 2025 as follows:

Bidder Location Bid Engineer's Estimate

The final contract price was $64,018.52 and the project was completed prior to the contract completion date. Project locations are shown on Exhibit A and a typical before/after photo is shown on Exhibit B.
Following acceptance by the City Council, as required by law, the City Engineer will file a Notice of Completion with the County Recorder's office. The notice serves to notify vendors and subcontractors that the project is complete and begins their 30-day period to file a stop notice requiring the City to withhold payments...
