RECOMMENDED ACTION:
Accept improvements under contract for 2025 Extruded Traffic Stripes.

body
BACKGROUND INFORMATION:
This project consisted of placing approximately 3 miles of extruded thermoplastic traffic striping and 3,000 square feet of thermoplastic traffic legends at locations shown in Exhibit A. Since 2009, the City has been using extruded thermoplastic traffic stripes rather than sprayed thermoplastic because the extruded thermoplastic material has proven to last much longer.

On June 18, 2025, Council approved the specifications and authorized the City Manager to award the contract to the lowest responsive bidder and execute change orders for a combined amount not-to-exceed $250,000. On August 27, 2025, Staff received two bids and Chrisp Company, of Stockton, was the lowest responsive bidder in the amount of $166,270.

The final cost of the project was $247,267. There was one staff requested change order in the amount of $80,270 to add four street segments that were not included in the original contract. The contract has been completed in substantial conformance with the plans and specifications approved by City Council. See attached Exhibit B for before and after pictures.

Following acceptance by the City Council, as required by law, the City Engineer will file a Notice of Completion with the County Recorder's office. The notice serves to notify vendors and subcontractors that the project is complete and begins their 30-day period to file a stop notice requiring the City to withhold payments from the prime contractor in the event of a payment dispute.

STRATEGIC VISION:
5C. Infrastructure: Address deferred maintenance.

FISCAL IMPACT:
This project will extend the useful life of the lane lines which will reduce overall maintenance costs....
