RECOMMENDED ACTION:
Provide direction to staff on updates to the City Council Strategic Vision and Protocol Manual

BACKGROUND INFORMATION:
On May 17, 2023, the City Council adopted Resolution No. 2023-98 (Attachment 1), adopting the current Strategic Vision. The Strategic Vision is comprised of eight (8) areas, listed in alphabetical order:
1. Downtown
2. Economic Development
3. Fiscal Health
4. Housing
5. Infrastructure
6. Parks
7. Public Safety
8. Public Well-Being
At a Special meeting on December 16, 2025, the City Council provided direction to hold a 2026-27 strategic planning meeting for the purposes of reviewing the Strategic Vision. City Council provided direction to include the following topics within that review.
1. Opportunities to increase revenue
2. Opportunities for service improvements
3. Public Safety Enhancements
4. Parks Master Plan
Additionally, the City Council provided direction to review the City Council Protocol Manual (Attachment 2). The Protocol Manual is a comprehensive manual of standard operating procedures of the City Council.
