RECOMMENDED ACTION:

Set a Public Hearing for November 4, 2026, to consider waiving the first reading and introducing an ordinance amending Lodi Municipal Code Chapter 13.12 “Sewer Service”, by updating section 13.12.181 (C) “Domestic Sewer Service Charges (Metered Accounts)”.

body

BACKGROUND INFORMATION:

On July 1, of every year, wastewater rates reset for the year based on usage during the prior winter months. To calculate the new cubic feet (CF) rate, our code states that the monthly sewer bill during the entire year will be based on the average amount of water consumed during the immediately preceding rainy season months of December, January and February. This approach (the “Average Winter Water Usage” method) uses these months when the customer’s irrigation water usage should be turned off, therefore the water usage accurately reflecting the water that is being discharged into the sewer system (through toilets, showers, sinks, washing machine, dishwasher, etc.).

To account for variations in the rainy season, Public Works proposes adding March to the months used to calculate the new cubic feet rate. Under the proposed method, staff would review usage for December, January, February, and March, exclude the month with the highest usage, and average the remaining three months. These changes are included in the draft ordinance for Council consideration.
