BACKGROUND INFORMATION:

The City has established guidelines for residential permit parking programs to address parking impacts in residential areas from nearby non-residential uses.  City staff typically conduct field observations and determine the survey boundary based on the parking impacts and the area where the parking impacts may expand.  To formally gauge interest, staff provides a survey for circulation within the survey boundary.  The survey document outlines the parking restrictions that, if approved, would be enforced, cost and proof requirements to purchase permit(s).

The guidelines require for there to be at least 60 percent of the residents within the boundary to be in favor of the program.  For the residences that do not respond to the survey, they are considered to be not in favor.  Vacant properties do not reflect in the survey result.  The survey also takes into consideration rental properties, but only one vote counts towards the residence when both the tenant and the property owner are in favor of the parking restrictions.  The proposed area is then presented to City Council for consideration if the survey result reaches the required threshold.  If approved, the Police Department will be notified for enforcement once the signage is installed within the program area.

At the June 4, 2025 City Council meeting, Council directed staff to work with Donna Phillips, a resident on Laurel Avenue adjacent to Lodi Lake, on the residential permit parking after she brought up her parking concerns during the Public Comments on Non-Agenda Items portion of the meeting.

Laurel Avenue, north of Turner Road, is fronted by Lodi Lake to the west and residential homes to the east. It is a 40-foot-wide public roadway with on-street parking and sidewalks along both sides.  A partial cul-de-sac is located approximately 340 feet north of Turner Road, where vehicles can turn around as the street begins to narrow to a 14-foot-wide roadway section without sidewalk at 1026/1032 Laurel Avenue. The street terminates at 1040/1046 Laurel Avenue where it becomes a 14-foot-wide private street.

Currently, parking is restricted between 9 PM and 6 AM on both sides of Laurel Avenue between Turner Road and 1026/1032 Laurel Avenue.  At the September 9, 2025 City Council meeting, no parking was approved on both sides from 1032 Laurel Avenue to the end of the public street (where it is only 14-feet wide) and curb painting was completed the end of September.

City staff conducted several field visits and the on-street parking on both sides of North Laurel Avenue and the north side of Turner Road along Lodi Lake frontage were mostly occupied with an average of 16 vehicles.  In late July, staff prepared and provided the survey to the resident for circulation within the survey boundary (see Exhibit A). In early September, staff received the returned survey and the survey results met the overall favorability guidelines of 60 percent, see the table below and Exhibit A for survey results.

Below are three alternatives for Council consideration on this matter.

Option 1

Council adopting a resolution repealing Traffic Resolution No. 25-168, and reenacting the complete, current version of the Traffic Resolution hereby approving residential permit parking Zone H - Lodi Lake Area on the east side only of Laurel Avenue from Turner Road to 465 feet north of Turner Road, with 24/7 parking restriction and removing the no parking between 9pm to 6am on the east side from Turner Road to 465 feet north of Turner Road (see Exhibit B).

Option 2

Council adopting a resolution repealing Traffic Resolution No. 25-168, and reenacting the complete, current version of the Traffic Resolution hereby approving residential permit parking Zone H - Lodi Lake Area on the west side of Laurel Avenue from Turner Road to 350 feet north of Turner Road and on the east side from Turner Road to 465 feet north of Turner Road, with 24/7 parking restriction and removing the no parking between 9pm to 6am on west side of Laurel Avenue from Turner Road to 350 feet north of Turner Road and the east side from Turner Road to 465 feet north of Turner Road (see Exhibit B).

Option 3

Council adopting a resolution repealing Traffic Resolution No. 25-168, and reenacting the complete, current version of the Traffic Resolution hereby approving residential permit parking Zone H - Lodi Lake Area on (1) the east side of Laurel Avenue from Turner Road to 465 feet north of Turner Road, (2) both sides of Laurel Avenue between Turner Road and Lake Home Drive, (3) both sides of Parkview Avenue between Turner Road and Lake Home Drive, and (4) both sides of Loma Drive between Turner Road and the railroad track, with 24/7 parking restriction and removing the no parking between 9pm to 6am on the east side from Turner Road to 465 feet north of Turner Road (see Exhibit C).

Option 1 will restrict 24/7 parking on the east side only of Laurel Avenue north of Turner Road, except with Zone H parking permit.  Approving Option 1 would address the parking concerns on Laurel Avenue but the parking concerns may shift to other streets within the survey boundary.  Due to the close proximately of the marked crosswalks at Laurel Avenue and Loma Drive, Lodi Lake visitors will likely park on these streets to cross Turner Road using the marked crosswalks.

Option 2 will restrict 24/7 parking on both the east and west sides of Laurel Avenue north of Turner Road, except with Zone H parking permit. This option would basically create an exclusive use for the Laurel Avenue residents despite the current heavy daily parking use from Lodi Lake visitors.

Option 3 will restrict 24/7 parking on (i) the east side of Laurel Avenue north of Turner Road, (ii) both sides of Laurel Avenue between Lake Home Drive to Turner Road, (iii) Parkview Avenue between Turner Road and Lake Home Drive, and (iv) both sides of Loma Drive between Turner Road and railroad track, except with Zone H parking permit. This option would still allow parking on the west side of Laurel Avenue (adjacent to Lodi Lake), but would address the concerns of the residents on the east side of Laurel Avenue as well as on the nearby side streets.

Staff recommends proceeding with Option 3, while continuing to monitor Turner Road to ensure parking does not become a problem.
