RECOMMENDED ACTION:

Adopt a Resolution Ratifying the Authorization of the Lodi Police Department to Participate in Tobacco Enforcement Activities and Enter into a Contract with the County of San Joaquin Public Health Services, Approving the Execution of the Contract and First Amendment by the Chief of Police on Behalf of the City of Lodi, and Appropriating Funds in the Amount of $95,940.

BACKGROUND INFORMATION:

In August 2025, San Joaquin County Public Health Services (SJCPHS) contacted the Lodi Police Department regarding a potential funding opportunity through the DOJ Tobacco Grant Program for local enforcement agencies. SJCPHS received funding from the Department of Justice through the Tobacco Grant Program and subsequently entered into a Memorandum of Understanding to disburse funds.  The Lodi Police Department is requesting authorization to participate in the following tobacco enforcement activities on behalf of San Joaquin County Public Health Services:

 

                     Minor Decoy Operations aimed to identify and penalize tobacco retailers that are illegally selling tobacco products to minors;

 

                     Unannounced tobacco retailer inspections including inspections for compliance with the tobacco flavor ban, minimum pricing, and signage;

 

                     Attendance at quarterly trainings for Tobacco Enforcement Education conducted by the Smoking Tobacco Outreach Prevention Program (STOPP).

 

Due to delays in the original contract start date and work availability, Amendment 1 was requested to extend the contract term for an additional fiscal year, allowing three years of enforcement activities under the current grant.

 

Staff recommends Council approve the authorization to enter into a contract and approve Amendment 1 for Tobacco Enforcement Activities with San Joaquin County Public Health Services.

 

FISCAL IMPACT:

$95,940 in revenue and expenses will be appropriated in the Misc. Grant accounts
