BACKGROUND INFORMATION:
On June 4, 2025, as part of the Fiscal Year (“FY”) 2025-2026 annual budget, the City Council voted to add $100,000 to the City Council budget. These funds are evenly distributed among the five Council Members, giving each member $20,000 to support non-profits that benefit the Lodi community.
On July 2, 2025, the City Council adopted Resolution No. 2025-120, approving the Non-Profit Fund Policy as shown in Attachment 1 (“Policy”). The Policy outlines the process and guidelines for submitting Proposal Letters from non-profit organizations, review and recommendations of allocations and final approval by Council Members and the full City Council.
Council Member Hothi had reviewed the merits and needs of the proposed projects or activities and desired to donate $2,000 to Osteosarcoma Inc. from District 5 Non-Profit Funds. Due to time constraints in approving this allocation, a proposal letter was not yet submitted. Therefore, Councilmember Hothi had requested a waiver of the formal requirements of the Non-Profit Fund Policy, with the commitment that City staff will make a good faith effort to collaborate with the non-profit organization to obtain a Proposal Letter. At the November 5, 2025, City Council Meeting, the City Council adopted Resolution No. 2025-194, approving the allocation of the public benefit funds of $2,000 from District 5 Non-Profit Funds to Osteosarcoma Inc.
After proceeding with Council’s November 5th direction, staff gathered additional information from the Non-Profit organization, City staff was informed that the correct name of the local division of the non-profit is TLE Alliance, which contributes to Osteosarcoma Inc. for the treatment of osteosarcoma patients. Based on the updated information, this item is back before Council for clarification and a request to approve the name update and allocation of funds to the local group.
Therefore, City staff recommends that the City Council repeal Resolution 2025-194 and adopt a resolution approving the allocation of public benefit funds of $2,000 from District 5 Non-Profit Funds to TLE Alliance and ratifying the expenditure of the Non-Profit Funds in that same amount.
