RECOMMENDED ACTION:
Adopt a resolution approving amendments to the job description and salary range for the job classification of Traffic and Sign Making Worker.
body
BACKGROUND INFORMATION:
The job classification of Traffic and Sign Making Worker was added to the City’s classification plan in 2010. Over the past few years, the technical requirements for this position have changed significantly, including possession of intermediate computer skills and knowledge of specialized sign making computer programs. As such, the skills needed to perform the essential functions of the job have also changed. The incumbent has adapted to these changes, has taken the initiative to learn additional skills, taken on more responsibilities, provided on-the-job training to lower level staff, and has learned new computer programs and peripheral equipment in order to produce and fabricate various traffic signs, decals, stickers, and banners for City events.
The Public Works Department would like this classification to supervise or lead lower level staff, providing internal staff development opportunities and succession planning. Additionally, this classification may assist the Streets Division with other tasks, requiring the incumbent to be knowledgeable in the use of hand and power tools as well as heavy equipment.
With the increased knowledge, skills, and abilities and the addition of supervisorial duties, staff recommend that the salary range for this position be equivalent to the lead worker in the Streets Maintenance series, Street Maintenance Worker III, which is an increase of approximately fifteen percent (15%), effective February 6, 2023:

Representatives from Human Resources and the American Federation of State, County and Municipal Employees (“AFSCME”) Maintenance and Operators Bargaining Unit have discussed the proposed changes and are in agreement with the job description amendments and the salary range adjustment.
Staff request that Council approve the resolution approving amendments to the job description of Traffic and Sign Making Worker and further approve the adjustment to the salary range.
