RECOMMENDED ACTION:
Set a Public Hearing for May 15, 2024, to consider certification of the Final Environmental Impact Report (“FEIR”) and the Mitigation Monitoring and Reporting Program (“MMRP”) for the Lakehouse Mixed Use Development project, to consider a Resolution amending the General Plan Map from Industrial to Mixed Use Center, and consider introducing an Ordinance amending the Zoning Map from Industrial (“M”) to Mixed Use Center (“MCE”) for approximately 9.0 acres (APNs: 015-640-03, 115-064-09, 115-064-10, collectively the “Site”) (Applicant: 157 California Reserve, Inc., File Numbers: PL2021-030 GPA, PL2021-031 Z, and PL2021-029; CEQA Determination: An Environmental Impact Report (“EIR”) has been prepared pursuant to Section 15021 of the CEQA Guidelines)end
body
BACKGROUND INFORMATION:
The applicant, 157 California Reserve, Inc. (“Applicant”), proposes to construct a 96-suite boutique hotel, a parking structure for the hotel, a restaurant, approximately 18,500 square feet of retail space and an apartment complex with 150 market-rate units and a two-story community building. However, these proposed land uses are not allowed in the Site’s current M zoning district. Thus, the Applicant is requesting a rezone from M to MCE. The MCE zoning district allows apartments, parking structures that are accessory to a primary use, restaurants, general retail by right, and hotels with a conditional use permit. For consistency with the General Plan, the Applicant must also request a General Plan amendment to change the General Plan designation of the Site from Industrial to Mixed Use Center.
A Draft EIR was prepared pursuant to CEQA for the Project and released for public review on August 9, 2023. The environmental analysis discussed impacts related to air quality, biological resources, and cultural resources amongst other topics. The analysis also recommended mitigation measures related to biological resources, cultural resources, hazards and hazardous materials, hydrology and water quality, and transportation. These mitigation measures will be included in the Mitigation Monitoring and Reporting Program for the Project and will also be conditions of approval for the Project.
The proposed project requires review approval by the Site Plan and Architectural Review Committee (“SPARC”), Planning Commission and City Council. The Planning Commission recommended certification of the EIR, and approval of the General Plan Amendment and Rezoning at a public hearing held on March 27, 2024. SPARC is anticipated to consider the item in the coming months.
