body
BACKGROUND INFORMATION:
On October 19, 2022, City Council authorized the award of State Route 99/Turner Road Interchange project to O.C. Jones & Sons, Inc. of Berkeley in the amount of $5,890,182.90. The authorization also allowed the City Manager to execute change orders up to $900,000. The project improvements included the construction of a round-a-bout located near the southerly end of the southbound Turner Road freeway off-ramp, widening Cherokee Lane into a two-way facility between Pioneer Drive and Turner Road, including Class II bike lanes in both directions and sidewalk on the westerly side of the roadway. The project also included lengthening the SR99/Turner Road southbound on-ramp by 400 feet. The interchange is operational and the project is considered substantially complete.
The work completed to date has totaled $6,283,263.51, leaving $7,393.22 on the contract. There have been twenty change orders executed on this project totaling $389,238.86. While there is still change order authority available, the remaining change orders to complete the project are anticipated to exceed the current change order authority. Unknown existing utility conflicts, along with Caltrans required increases in the base contract unit quantities are resulting in the need for additional change order authority.
Project funding consisted of a combination of Federal, State and Local sources. The appropriation request is to adjust the distribution between the funding sources. While the adjustment requires an appropriation, no additional funding is requested and the net appropriation amount is zero as reflected in the “Funding Available” section below.
Staff recommends adopting a resolution authorizing Interim City Manager to execute additional change orders in an amount not-to-exceed $200,000, and appropriating funds in the amount of $800,883. This would increase the City Manager’s change order authority to a total of $1,100,000.
