RECOMMENDED ACTION:
Accept improvements under contract for Lodi Transit Station Roof Replacement.
body
BACKGROUND INFORMATION:
The Lodi Transit Station building was restored in 1999 after being relocated from the adjacent property. That restoration included the installation of a new asphalt shingle (composite) roof. That roof as at the end of its useful life, and had multiple leaks in recent years. These leaks caused dry rot, as well as mold and other weather-related issues.
This project removed the existing roof and installed new roof flashing and felt paper, and installed a new “30-year” composite roof.
On June 5, 2024, Council approved the plans, specifications, advertisement, and authorized the City Manager to award the contract up to $200,000 with Change Order authority not-to-exceed $30,000. Bids were received on August 20, 2024, with Waterproofing Associates, Inc. being the only bidder (see breakdown below).
Above/(Below)
Bidder Location Base Bid Bid Alt.* Engineer’s Base Est.
Engineer’s Estimate $120,000.00 $ 20,000.00
Waterproofing Assoc., Inc. Lodi $ 83,480.00 $ 9,500.00 ($36,520.00)
* Bid alternate not awarded
The contractor started work on December 3, 2024, and completed the work on January 2, 2025. The contract was completed in substantial conformance with the specifications approved by City Council. The final contract price was $97,361, which is $13,881 more than the original contract price. This increase (Change Order No. 1) was due to the necessary replacement of a PVC roof liner that during construction, was found to be bubbling and in poor overall condition. The liner replacement was out of scope work that needed to be performed prior to the new roof being installed.
Following acceptance by the City Council, as required by law, the City Engineer will file a Notice of Completion with the County Recorder’s office. The notice serves to notify vendors and subcontractors that the project is complete and begins their 30-day period to file a stop notice requiring the City to withhold payments from the prime contractor in the event of a payment dispute.
STRATEGIC VISION:
5C. Infrastructure: Address deferred maintenance.
FISCAL IMPACT:
This project will reduce the costs related to ongoing roof leaks and associated building damage. This project did not impact the General Fund.
FUNDING AVAILABLE:
This project was funded by Transit’s State of Good Repairs funds (PWTR-20002).
