BACKGROUND INFORMATION:
In March 2023, the City released a Request for Proposals (RFP) for security services at City Hall Campus, Hutchins Street Square, Lodi Public Library, Transit Station and Parking Structures.
In May 2023, City Council approved execution of a Professional Services Agreement with A1 Protective Services, LLC (Agreement); Resolution 2023-91. The term of the Agreement was for July 1, 2023 through June 30, 2026 with an option to extend the terms for an additional five (5) one (1)-year extensions. The Agreement amount was Not-To-Exceed $1,599,000 per table A below. Refer to Attachment 1, Exhibit 1.

In July 2023, City Council approved Amendment No. 1, Resolution 2023-131, to expand the scope of services to include additional work for the Safety Ambassador Program at a cost of $815,000, increasing the Not-To-Exceed amount of the Agreement to $2,414,000. Refer to Attachment 1, Exhibit 1.
The Safety Ambassador Program was implemented by the City to keep residents and business owners within proximity to the Lodi Access Center safe. Safety Ambassadors ensure unhoused individuals are not loitering by patrolling throughout the neighborhoods between Church and Stockton Streets, along Sacramento Street from Turner Road in the north to Lodi Avenue and in the south including areas near Lawrence School, the Grape Bowl, Van Buskirk, Hale and Emerson Parks.
In February 2024, City Council approved Amendment No. 2, Resolution 2024-10, to include liquidated damages language which was stated as a requirement in the RFP and inadvertently left out of the Agreement. Amendment No. 2 also included an additional $42,000 to account for A1 Protective Services, LLC’s overtime and holiday rates. Amendment No. 2 increased the total Not-To-Exceed Amount to $2,456,000, per Table B below. Refer to Attachment 1, Exhibit 1.

As the City continues to assess public safety and neighborhood support, staff recommend changes to the Safety Ambassador Program to better align resources where they are needed. See Attachment 1, Exhibit 2 and 3. Staff recommend significantly reducing security services at City Hall Campus - from Monday through Friday for eight plus (8+) hours a day to less than an hour a day Monday through Friday except when city offices are closed on Fridays and major holidays for a morning sweep of the property, and during City Council Meetings, the 1st and 3rd weeks of each month, Wednesday evenings for four (4) hours a day.
With the addition of a Downtown Bike Officer and the planned addition of a second Community Liaison Officer over the next year, the City is expanding its presence and engagement in the downtown area. Staff recommend one safety ambassador be assigned to the Lodi Access Center and surrounding area, see Attachment 1, Exhibit 2, Attachment A (map), for sixteen (16) hours per day, between 6:00 AM through 10:00 PM, seven (7) days per week. Safety ambassadors will now be primarily stationed along Sacramento Street, and focus on assisting the surrounding neighborhood and supporting the area near local shelters. Their presence will help provide an additional layer of outreach, coordination and neighborhood assistance. This shift allows the City to continue improving service, visibility, and support for our community.
Reducing service hours at the City Hall Campus will result in a savings to the City even with extending the Agreement by four (4) months June 30, 2026 through October 31, 2026. This extension allows staff to evaluate the Safety Ambassador Program and develop a revised scope of work for a new RFP; anticipated to be released Summer 2026.
