body

BACKGROUND INFORMATION:

On November 1, 2023, City Council adopted a resolution authorizing the Fire Chief to submit an application to San Joaquin County Emergency Medical Service Authority (SJC EMSA) in an effort to transition the Lodi Fire Department (LFD) into Advanced Life Support Services (ALS). This application was submitted on November 13, 2023, and was approved by SJC EMSA on March 15, 2024, allowing the Lodi Fire Department to provide ALS services.

LFD’s ALS implementation plan is to start full operations at one Engine Company. This requires the Engine Company to be fully equipped with the essential equipment needed to provide ALS services. As part of the required equipment two cardiac monitors are needed for implementation. One monitor will be on the apparatus and the second one will be back-up, in case the frontline monitor fails or is inoperable. LFD is unable to provide full ALS services without a cardiac monitor.

Staff requests that the City Council authorize the City Manager waive the formal bid process and award the purchase to Howmedica Osteonics Corp. based on the SWOT (Strengths, Weaknesses, Opportunities, and Threats) analysis conducted by LFD’s Cardiac Monitor Selection Committee (Exhibit 1).

As part of the Fiscal Year 2025 Budget, funding of two cardiac monitors was approved out of LFD’s Equipment Replacement budget.  Since that time, the unit price for cardiac monitors has increased and will do so again after December 31, 2024. In an effort to relieve financial strain from the LFD’s Equipment Replacement budget and to be a good partner, the Lodi Fire Foundation has voted to fund one of the cardiac monitors needed by LFD (Exhibit 2).

Staff recommends authorizing City Manager to accept a donation from the Lodi Fire Foundation in the amount of $59,000, waive the bidding process and award a purchase order to Howmedica Osteonics Corp. for the purchase of two cardiac monitors and appropriate funds as follows:

Revenue 64102000.57702 $59,000

Expense 64102000.77030 $59,000

STRATEGIC VISION:

7C. Public Safety: Institute the Advance Life Support Program.

FISCAL IMPACT:

The fiscal impact will be an increase in funding to Equipment Replacement to offset the cost of one cardiac monitor.

FUNDING AVAILABLE:

Revenue $59,000 into 64102000.57702 Expense $59,000 to 64102000.77030
