RECOMMENDED ACTION:
Adopt a resolution authorizing the City Manager to execute Amendment No. 2 to the Professional Services Agreement with Bickford Ventures, Inc. doing business as Division 1 Construction Management Services for Construction Management, Construction Testing, and Special Investigation Services for the Lodi Access Center and Emergency Shelter to extend the term of the agreement through March 31, 2027.

BACKGROUND INFORMATION:
In January 2025, the City entered into a contract with Bobo Construction to construct the Lodi Access Center. At the same time, an RFP was issued for construction management and Bickford Ventures, Inc. was awarded the contract.
As the Access Center Project advances through construction and implementation of these previously approved components, several contract adjustments were necessary to support continued coordination, required closeout activities, and the incorporation of previously awarded funding.
Additionally, during construction, environmental conditions were identified, including impacted soils encountered during site work, which required ongoing testing, analysis, and documentation to ensure compliance with regulatory requirements and safe project delivery. These efforts have been incorporated into the project as part of standard construction progression and closeout requirements and have caused delays that require additional time to be added to the contract.
This Amendment No. 2 to Bickford Ventures, Inc. will allow Construction Management, Construction Testing, and Special Investigation Services for the Lodi Access Center to continue until the completion of the project.
FISCAL IMPACT:
Appropriations have already been allocated through prior Council actions through the acceptance of various grants and appropriated to the Access Center Capital Improvement Project. This Amendment is an extension of the term of the agreement.
