body

BACKGROUND INFORMATION:

The Wastewater Main Rehabilitation Program is intended to systematically replace and repair existing wastewater infrastructure that has reached its useful life.  This is the eleventh project scheduled in this program over the past 20 years. As with previous phases of the project, staff is recommending the use of trenchless methods of rehabilitation to minimize both surface disruption and costs.

The project plans, specifications and authorization for bids were approved by Council on July 16, 2025. The project includes rehabilitating approximately 1,600 feet of 24” and 400 feet of 14” wastewater line, that borders Lodi Middle School; and the approximately 1,300 feet of 24” and 2,500 feet of 21” wastewater line west of Ham Lane on Tokay Street, and north of Tokay Street on Orange Avenue (ending at Lodi Avenue).

During the bidding process, City staff became aware that the wastewater trunk line within Ham Lane, south of Lodi Ave., requires critical repairs, along with two other storm drain lines that also require pressing repair.  The project was reevaluated/value-engineered to remove the rehabilitation of a small portion of the Lodi Avenue trunk lines from the project as they were in better condition, and to add the Ham Lane trunk lines to the base bid scope. Bid alternates were added (by addendum) to address the two storm drain rehabilitations.  See Exhibit A for the revised project scope.

The bid opening was held October 1, 2025, at which the City received the following two bids (rounded):

Bidder                     (Location)                                                                                                         Base Bid                     Above/(Below) EE                     Bid Alternates

Engineer’s Estimate (EE)                                                                                    $1,475,807                      $356,544                                          $356,544

Hardiman Construction (Larkspur)                                                               $1,549,940                         $74,133                                          $463,520

Insituform Technologies (Chesterfield, MO)                                           $1,746,572                        $270,765                                          $340,321

On July 16, 2025, the Council also adopted Resolution No. 2025-126, authorizing the Acting City Manager to award the contract to the lowest responsive bidder and execute change orders up to $1,600,000 (Combined).  The contract will be awarded by Interim City Manager to the lowest responsive bidder (based on the Base Bid only), Hardiman Construction, Inc., in the amount of $1,549,940.00.  $50,060 of the total $1,600,000 remains for change order authority. City staff recommends that Council increase the change order authority by an additional $660,000 for a total change order authority of $710,060 to address the storm drain rehabilitations discussed above and to provide additional funds for unforeseen items that may occur during construction.
