BACKGROUND INFORMATION:

Study session with the Community Development Department concerning Incremental Development Code Amendments, Phase 2.

During the study session, Staff will present options for Council direction on the next phase of amendments to the zoning ordinance (also known as the Development Code). The proposed amendments will be in accordance with state law (Government Code §65860) that requires a city’s zoning ordinance to be consistent with its General Plan. Additionally, changes to the Development Code are recommended to address recently approved state planning law that supersedes any portion of City code and to provide further streamlining of existing processes, a handful of clean-up items for clarification purposes, and provisions to further City Council’s Strategic Vision.

Key proposed changes include the following:

•                     Provisions for ministerial review of certain allowable land uses.

•                     Clean-up of targeted items for clarification and to address changes to State law.

•                     Streamlining of various permits.

•                     Establishment of development standards for Short Term Rentals, Food Truck Parks, Alcohol-related Uses, and Gas Stations.

STRATEGIC VISION:

3B. Fiscal Health: Diversified revenue mix to reflect economic prosperity of the community.
