BACKGROUND INFORMATION:

As part of the City’s efforts to maintain cyber-security infrastructure and improve the protection of City network assets, the City uses many systems and security measures including IT security end point protection software. The purchase is funded by budget appropriation in Fiscal Year 2025-26.  Refer to Attachment 1 - Purchase Quote.

This software is a behavior-based analytical solution that leverages artificial intelligence and machine learning to identify anomalous activity indicative of cyber threats. The platform can automatically initiate remediation measures, including quarantining infected machines, before an attack can spread throughout the network. The solution interfaces with existing firewalls, enabling City staff to monitor real-time threats across the City’s network as well as providing an extra level of protection by having both endpoints and firewalls correlate information.

In accordance with Lodi Municipal Code Section 3.20.077 and the City’s Purchasing Policy, the Information Technology Manager has the ability to acquire electronic hardware through negotiation, requests for proposal or competitive bids and award based on “best value” criteria.  The license renewal is procured through the value-added reseller (VAR) CDW-G, as Palo Alto Networks does not sell this product directly to end customers. For this procurement, the Information Technology Manager selected the negotiation method for acquisition of the Palo Alto Networks renewal and associated services for the following reasons:

                     IT manufactures will work with one value-added reseller (VAR) when creating quotes for a single customer.

                     Other VARs will not quote a product from the same manufacturer if a prior quote had already been created for a competing VAR for a single customer. 

 

Therefore, staff requests that Council adopt a resolution approving the purchase of a license renewal of IT Security End Point Protection Software from CDW-G, of Vernon Hills, Illinois in the amount of $89,256.

 

 

FISCAL IMPACT:

This purchase shall maintain cyber-security infrastructure and improve the protection of City network assets.

 

FUNDING AVAILABLE:

Funding for this purchase is included in the Fiscal Year 26 budgeted funds in the I.T. replacement fund (64299200.77030). There is no additional impact from this action.
