RECOMMENDED ACTION:
Adopt a Resolution Authorizing Interim City Manager to Execute Professional Services Agreement with LSC Transportation Consultants Inc., of Tahoe City, for Preparation of Short Range Transit Plan Update (Not-to-Exceed $97,665)
body
BACKGROUND INFORMATION:
The Regional Transportation Planning Agency, the San Joaquin Council of Governments (SJCOG), in compliance with State and Federal Transit Administration (FTA) regulations, requires any agency receiving State or Federal funds for transit operations to develop, and periodically update, a Short Range Transit Plan (SRTP). An SRTP is a transit-specific planning document designed to provide a blueprint for transit services over a five (5) to ten (10) year period. The document contains an overview of existing services, transportation-needs within the community, performance standards and goals, future operating plans, and financial forecasting.
Since the adoption of the current SRTP by City Council in June 2019, there have been significant developments to transportation trends in Lodi. This includes significant changes to transit ridership patterns, new local development, and an increased regulatory landscape (e.g. Zero-Emission Bus mandates). Special areas of emphasis for this plan will include local ridership growth, regional transportation connectivity, fiscal planning for unfunded mandates, 10-year expenditure forecasts, and alignment with local and regional initiatives such as the Lodi City Council Strategic Vision, City of Lodi Housing Element Update, and SJCOG’s Regional Transportation Plan.
A Request for Proposals (RFP) for the City’s Short Range Transit Plan Update was released on January 10, 2024. The RFP was advertised to transportation consulting firms in the region, and posted online. Two proposals were received by the February 19, 2024 deadline, and interviews were conducted the following week. The evaluation committee, made up of three Public Works staff members, scored the proposals on a 100-point scale based on Responsiveness to Requirements (20%), Work Plan & Methodology (40%), Experiences & References (25%), and Price (15%).
Through this process, LSC Transportation Consultants, Inc. (LSC) received the highest score. LSC has more than 30 years of expertise in transportation planning services, and has an exceptional reputation completing projects with similar scopes throughout Northern California. Recent projects at similar-sized agencies include in transit plans for agencies in Merced, Yuba, Sutter, Humboldt, Lake, Butte, and Nevada Counties. Additionally, LSC had the more cost-effective proposal.
The evaluation committee assigned the proposals the following scores:

Because of LSC’s strong experience, effective work plan, and competitive cost, staff recommends the services of LSC to complete the City’s Short Range Transit Plan Update. After the draft Short Range Transit Plan Update is complete, staff will return to Council for recommendations and public comment, and then again for adoption later this year.
STRATEGIC VISION:
1D. Downtown: Accessibility for multi-modal transportation and public safety.
FISCAL IMPACT:
Development of an SRTP is a regional requirement. Failure to update the plan may result in a loss of eligibility of FTA, State Transportation Development Act, California Department of Transportation, and Measure K funds. The direct fiscal impact is limited to the cost of developing the SRTP. There is no impact to the General Fund.
FUNDING AVAILABLE:
Transportation Division Operating Funds: 60054101.72450
