BACKGROUND INFORMATION:

City Council Strategic Imperative 7. Public Safety calls for the City to strive to “Create the best-trained police and fire departments in the State of California.”  Further, milestone 7.B tasks the City to “Create an outdoor training facility.”  The City of Lodi Police Department has a need for a dedicated Police Training Facility for operational efficiency, enhanced training capabilities, and to recruit and retain the highest quality officers. Police personnel have long used a small shooting range located in the basement of the City Hall Annex which was constructed with the building in 1966, is currently not operational and under renovation. The range includes five shooting lanes with a maximum target distance of 25 yards and is suitable for pistol shooting.

A dedicated outdoor training facility is necessary to provide expanded capability for training and certifying staff in the various skills needed for police service. These skills include long range shooting (up to 300 yards), bomb disposal, and high-performance driving. Since the existing range is limited to short-range pistol shooting only, the City of Lodi Police Department must use other agencies’ facilities to practice, obtain certifications, and maintain proficiency. The proposed location of the training facility is at White Slough Water Pollution Control Facility (WSWPCF).

On April 19, 2017, Council authorized the City Manager to execute a Professional Services Agreement with Petralogix Engineering, of Galt, for California Environmental Quality Act and Architectural Compliance Services for Lodi Police Training Facility Project, in the amount of $91,850. That work completed the environmental and preliminary design work necessary to provide the foundation for moving forward with final design services as additional funding became available.  This contract expired prior to creation of the CIP Project GFCP-22007.

On October 6, 2022, Council authorized the City Manager to execute a Professional Services Agreement with Petralogix Engineering in the amount of $347,440, which was expended, to prepare design documents that would accommodate construction in phases as future funding is made available. The phased approach was necessary because the overall cost of the facility at buildout was estimated at $12 million dollars.

During the design phase, Police Department staff solicited financial partnerships for the facility usage that would greatly reduce both the operating and construction cost burdens. Despite nearly two years of heavy effort, these partnerships have not been realized.  Surrounding agencies and educational partners continue to express interest.

To initiate Phase I construction, staff recommends initiating design services with Petralogix.  Phase I final design services are necessary to prepare the City to bid a project within the $1,029,490 remaining budget after Phase I design is complete.  With construction of Phase I, Lodi PD will realize immediate benefits and will continue to seek operating partnerships for Phase I and assistance with construction and operations of future phases.  The project funding breakdown as follows:

Approved Project Budget (GFCP-22007)

 $        1,480,028

Expenditures to date

             (347,388)

New Petrologic Contract

             (103,150)

Remaining Funds for Phase I Construction

 $        1,029,490

Petralogix Engineering will perform the project management services to facilitate completion of the Phase 1 final design documents including surveying, design of all proposed phases of work, and project specifications. The Phase 1 final design will be based on the current design documents that are approximately 60% complete. Petralogix Engineering has engaged subconsultant, GEI Consultants, to prepare the preliminary design and final design phases of the training facility. GEI has extensive experience in the design of outdoor shooting ranges. Both Petralogix and GEI Consultants have closely coordinated the design efforts with PD command staff. Procurement of Petralogix Engineering for the environmental and design services to date has been in accordance with Lodi Municipal Code Section 3.20.075 that exempts professional and technical services contracts from bidding requirements and allows for these contracts to be awarded on the basis of professional qualifications, experience, quality of service and past performance.  Petralogix continues to provide quality design services to the City and their knowledge of the existing designs will create efficiency in delivering the Phase 1 Final Design.

Staff recommends authorizing the City Manager to execute a Professional Services Agreement with Petralogix Engineering, of Galt, for the Lodi Police Department Training Facility Phase 1 Final Design, in the amount of $103,150.

STRATEGIC VISION:

5B. Infrastructure: Adaptive reuse of existing properties.

7B. Public Safety: Create an outdoor training facility.

FISCAL IMPACT:

Police training facilities are difficult to access. Those agencies with comprehensive facilities reduce their costs to train by shortening the duration officers must be off normal duty to access training and limiting overtime to backfill normal police duties during training.

FUNDING AVAILABLE:

General Fund Capital (43199000.77020) GFCP-22007 - $103,150
