recommendation

RECOMMENDED ACTION:

Approve plans and specifications and authorize advertisement for bids for Hutchins Street Resurfacing Project (2024).

body

BACKGROUND INFORMATION:

This project includes localized pavement repair, the application of approximately 31,000 square yards of rubberized asphalt cape seal and fiberized slurry seal. The project limits will include Hutchins Street (from Lodi Ave to Kettleman Lane) as shown on Exhibit A.

The rubberized asphalt cape seal is a combination of a rubberized chip seal comprising the bottom layer followed with an upper layer of fiberized slurry seal (slurry seal with strands of glass fiber added). The rubberized cape seal with fiberized slurry will be applied within the project limits.

While the asphalt overlay is superior in ride quality, these pavement rehabilitation alternatives are expected to extend the life of deteriorated roads by around one-half of that of an overlay, at approximately one-third of the cost.

This project will be funded by the Federal Transportation Improvement Program which only applies to arterials and high volume streets.  Hutchins Street was selected from the pavement index survey based on the factors that it is a North-South arterial and a gateway into the City, its high traffic volume, and poor pavement conditions.

The specifications are on file in the Public Works Department. The planned bid opening date is February 5, 2025. The contract estimate is $1,590,000.

STRATEGIC VISION:

5C. Infrastructure: Address deferred maintenance.

FISCAL IMPACT:

By investing in the recommended maintenance project, significant capital dollars will be saved by extending the useful life of the pavement and foregoing more costly pavement reconstruction.

FUNDING AVAILABLE:

Funding will be identified at project award. The project funding will come from the Federal Transportation Improvement Program.
