BACKGROUND INFORMATION:

For over 20 years, the City of Lodi has been involved in the remediation efforts associated with perchloroethylene (PCE) and trichloroethylene (TCE) in the Northern Plume, Western Plume, Southern Plume and Central Plume Source Area (CPSA). The CPSA is generally bound by Pine Street on the North, Oak Street on the South, Church Street on the East, and Pleasant Street on the West. While the City did not cause the soil and groundwater contamination, the City agreed to assume all of the cleanup and regulatory obligations as part of multiple lawsuit settlements.

 

The City currently conducts semi-annual and annual monitoring, sampling, and reporting activities for the Lodi Central Plume (LCP), Lodi Northern Plume (LNP), Lodi Southern Plume (LSP), and Lodi Western Plume (LWP), collectively called the Lodi VOC plumes, in accordance with the revised Monitoring and Reporting Order No. R5-2024-0800 (Order), issued by the Water Board on January 29, 2024 (Attachment 1). The current network is made up of 56 groundwater monitoring wells.

 

On September 3, 2025, Council approved a Professional Services Agreement with Civil Hydro Tech, LLC. (CHT) for services related to the Lodi CPSA and City-Wide PCE/TCE Plume Management Services for the amount not-to-exceed $569,255. In the scope of services CHT performed the monitoring, sampling and reporting activities for the third quarter of 2025 (annual sampling 2025) and the first quarter of 2026 (semi-annual sampling 2026). If approved, this amendment would continue the monitoring, sampling and reporting activity services for the third quarter of 2026 (annual sampling 2026) and the first quarter of 2027 (semi-annual sampling 2027). An additional task will include on-call environmental services to fund on-going and future requirements of the Water Board. This amendment will increase the contract by $122,160 for a total contact cost not-to-exceed of $619,415.

 

FISCAL IMPACT:

The ongoing monitoring, assessments, and remedial activities associated with the various Lodi plumes are a directive by the Water Board. Failure to perform could result in a violation(s) or fine(s). This work does not impact the General Fund.
