BACKGROUND INFORMATION:
With the passage of Proposition 64, the Control, Regulate, and Tax Adult Use Marijuana Act (AUMA), in 2016, California voters mandated that the state set aside funding for the California Highway Patrol (CHP) to award grants to local governments and qualified nonprofit organizations for the education, prevention, and enforcement of impaired driving laws, pursuant to Revenue and Taxation Code Section 34019(f)(3)(B).
The California Highway Patrol (CHP) works closely with state and local agencies and other traffic safety stakeholders to actively address impaired driving. The CHP considered a variety of factors in determining specific needs for each grant, including opportunities and projects best suited to prevent the loss of life, injuries, and property damage caused by driving under the influence of alcohol and/or drugs. The purpose of the Cannabis Tax Fund Grants Program (CTFGP) is to provide alternative funding sources to augment, but not supplant, current DUI activities and programs.
The Lodi Police Department has requested funding for overtime and benefits to support two DUI checkpoints, ten saturation patrols, and DUI-related training. The checkpoints and saturation patrols will be deployed to areas where statistical data indicate a higher likelihood of DUI drivers. They will be operated by employees trained in the Standardized Field Sobriety Test (SFST) and/or the Advanced Roadside Impaired Driving Enforcement (ARIDE). Overtime for training will be used to send officers to or backfill shifts for SFST or ARIDE classes.
By adopting this resolution, the Lodi Police Department will receive $67,896.00 in grant funding from the California Highway Patrol (CHP) to cover personnel costs during DUI Checkpoints, DUI Saturations, and DUI-related trainings. The project will strive to reduce drug and alcohol related fatal and/or injury collisions.
