RECOMMENDED ACTION:
Adopt a resolution approving Amendment No.2 to Professional Services Agreement with Unifirst - First Aid Corporation for Citywide First Aid and Safety Services.
body
BACKGROUND INFORMATION:
Currently, first aid stations in City facilities are managed independently by each department, leading to inconsistent practices, variable pricing, and challenges in ensuring full compliance with Cal/OSHA requirements. Risk Management is proposing to consolidate the oversight and management of all first aid supplies and stations under a single citywide contract. This consolidation would create a uniform standard for service and compliance, improve safety across all departments, and enable the City to leverage more favorable pricing.
Unifirst has been identified as the preferred vendor for this initiative. The Electrical Utility Department and Public Works currently maintain a multi-year contract with Unifirst, which provides advantageous pricing, reliable service, and demonstrated compliance support. By extending the use of Unifirst’s services citywide, the City can streamline operations, capitalize on existing negotiated rates. It should be noted that safety services are exempt from bidding per LMC Section 3.20.075 Subsection 6. Unifirst’s proven track record with existing City departments further supports their selection as the vendor best positioned to meet the City’s needs efficiently and cost-effectively.
The background of the current contract is as follows: on July 28, 2022, the Electrical Utility Department executed a Professional Services Agreement with Unifirst - First Aid Corporation (then called Certified First Aid) in the amount of $16,500. The original agreement had an expiration date of June 30, 2027. On June 27, 2024, the Electrical Utility Department approved Amendment No. 1, which added Public Works locations and increased funds by $23,500 for a total not-to-exceed amount of $40,000.
This proposed Council action, if approved, will add an additional $45,000 for expanding services to all City departments for a total not-to-exceed amount of $85,000.
STRATEGIC VISION:
3A. Fiscal Health: Promote City's transparency & fiscal fluency.
FISCAL IMPACT:
Risk Management will take over the contract from the Electrical Utility Department and fund through the Risk Management budget.
FUNDING AVAILABLE:
Funds are budgeted in account 66525100.72450
