RECOMMENDED ACTION:
Accept Improvements Under Contract for the Kofu Park Storm Drain Improvements Project.
body
BACKGROUND INFORMATION:
On September 4, 2024, the City Council approved plans and specifications for the Kofu Park Storm Drain Improvements Project (“Project”), and authorized the City Manager to award the contract to the lowest responsive bidder in an amount not-to-exceed $180,000, and the Public Works Director to execute related change orders in an amount not-to-exceed $10,000.
The Project included the installation of a 24” culvert at Kofu Park, located between the baseball diamond and skatepark. The purpose of the culvert is to allow storm water to passively flow from the baseball diamond to the skatepark prior to the basin reaching capacity during a major storm event and avoid upstream street flooding. The culvert was constructed of High-Density Polyethylene (HDPE) with two concrete outlet structures and removable grating. The outlet structure design will reduce storm drain and park maintenance costs.
Bids for the Project were opened on August 29, 2024. The notice to proceed was issued to George Reed, Inc. on October 8, 2024, and the Project was completed on November 26, 2024.
The Project was completed within the bid amount and did not require any change orders. An overview of the Engineer’s estimate for the Project and a summary of the bids received is shown below. Images of the newly constructed culvert and outlet structures are included as Exhibit A.
Bidder Location Bid Engineer’s Estimate
Engineer’s Estimate $150,000.00 Above/(Below)
George Reed, Inc. Modesto $94,700.00 ($55,300.00)
Tom Mayo Construction, Inc. Stockton $100,991.00 ($49,009.00)

Soracco, Inc. Lodi $155,870.00 $5,870.00
A.M. Stephens Const. Co. Inc. Lodi $195,521.00 $45,521.00
Following acceptance of the Project by the City Council, as required by law, the City Engineer will file a Notice of Completion with the County Recorder’s office. The notice serves to notify vendors and subcontractors that the Project is complete and begins their 30-day period to file a stop payment notice requiring the City to withhold payments from the prime contractor in the event of a payment dispute.
STRATEGIC VISION:
5C. Infrastructure: Address deferred maintenance.
FISCAL IMPACT:
The Project will reduce utility and parks maintenance costs while improving performance of the City’s storm drain system. This Project does not impact the General Fund.
FUNDING AVAILABLE:
This project was funded by Wastewater Capital fund (53199000.77020).
