RECOMMENDED ACTION:

Approve specifications and authorize advertisement for bids for 2026-2028 On-Call Well and Pump Repair Project and Adopt a Resolution authorizing City Manager to award Contract to lowest responsive bidder and execute change orders for a combined amount not to exceed $1,000,000; and appropriating funds in the amount of $1,000,000.

BACKGROUND INFORMATION:

The City maintains 28 groundwater well sites throughout the city, making up approximately 50% of the City’s total domestic water supply. The groundwater wells require regular maintenance and inspection in order to function properly. 

 

Pulling the pumps from the wells and performing video inspections require special equipment and contractors.  This contract is to provide well and pump inspection and repair services on an on-call basis.  The objective of this contract is to minimize delay in performing inspection and making repairs at the water well facilities by not having to go out to bid with every necessary repair. This contract will also minimize the amount of time a well is out of service by allowing a contractor to respond more quickly.

 

The initial term of the Contract is for two years and includes two optional, one-year extensions, for a total maximum contract of four years (if both extensions are executed). The proposed budget ($1,000,000) is for the initial term of the contract. Additional appropriations will be made with future adopted budgets if the contract extensions are utilized and additional funds are needed.

 

The specifications are on file in the Public Works Department.  The planned bid opening date is October 7, 2026. 

 

FISCAL IMPACT:

This contract has minimal long term fiscal impacts, however it will allow the city to address domestic well issues in a timely manner, reducing the likelihood of further damage to the well and decreasing this issue’s impact to the overall water system.
