body

BACKGROUND INFORMATION:

The Municipal Utilities Services Division is in need of replacing Vehicle No. 04-107, a 2001 Hypac tractor roller, which has exceeded its useful life and is no longer utilized in our operations (Exhibit A). Total repair costs associated with this vehicle are $2,489.44 with a current operating time of 443 hours. This vehicle was purchased primarily to perform reclamite applications in new subdivisions. During the 2008 Great Recession, staffing levels were reduced by 50% and this task was eliminated. This accounts for the exceptionally low hours and maintenance costs on a vehicle that is 23 years old.

The new John Deere 324 P-Tier provides new functionality and up to date safety standards and will replace a vehicle that no longer meets the City’s needs. The addition of this tractor has different functionality that will enhance productivity in our daily operations, ranging from road repairs, homeless cleanup efforts and the City’s leaf removal program. Staff recommends replacement and has spent considerable time researching the needs of our growing community.

Funding for this purchase has already been approved in the fiscal 24/25 budget.

Per Lodi Municipal Code §3.20.045, State and Local Agency Contracts, the bidding process may be waived when it is advantageous for the City, with appropriate approval by City Manager and City Council, to use contracts that have been awarded by other California public agencies, provided that their award was in compliance with their formally-adopted bidding or negotiation procedures. Staff recommends purchase of the John Deere 324 P-tier Loader with attachments (Exhibit B) utilizing the Sourcewell Contract No. 011723-JDC.

The City has used the contract process to purchase vehicles in the past with excellent pricing and a more rapid delivery schedule.

Staff recommends adopting a resolution authorizing City Manager to waive bid process and approve purchase of a John Deere 324 P-Tier Compact Wheel Loader with JRB bucket and Tink claw attachments from Pape Machinery, Inc. of French Camp, CA in the amount of $172,517.52.

STRATEGIC VISION:

5C. Infrastructure: Address deferred maintenance.

FISCAL IMPACT:

Replacement of Vehicle No. 04-107 will support storm water regulatory requirements by improved performance during leaf pick-up season, increase safety, and homeless clean-up productivity.

FUNDING AVAILABLE:

Storm (53199000.77040)                      Total: $172,517.52
