BACKGROUND INFORMATION:
Council previously approved the extension of the contract with Michael Baker International through June 30, 2024, to provide compliance work for Community Development Block Grant (CDBG) and housing program support services.
Staff had been attempting to hire another Program Specialist to assist with CDBG administration and other housing grants. However, the recruitment process has not been successful to date. Staff has decided to continue with contracted services to maintain continuity of operations, especially as Community Development is beginning implementation of the first year of the new 5-year consolidated plan. Staff is requesting to extend the MBI agreement and add additional funding for the upcoming fiscal year. The amendment will include CDBG administration and Labor Compliance for the Access Center project.
Staff recommends City Council adopt a resolution authorizing the City Manager to execute Amendment No. 7 to Professional Services Agreement with Michael Baker International of Rancho Cordova (MBI) for Community Development Block Grant Administration and Housing Program Support Services to extend term to June 30, 2025, and payment amount not to exceed $173,650, and for the total amended contract amount not to exceed $1,839,548.

$173,650 per Amendment No. 7 for the MBI professional services agreement. Funding is provided primarily via administration and activity delivery caps of grants awarded.
