body
BACKGROUND INFORMATION:
On November 1, 2023, the City Council adopted a resolution authorizing the Fire Chief to submit an application to San Joaquin County Emergency Medical Service Authority (“SJC EMSA”), in an effort to transition the Lodi Fire Department into Advanced Life Support Services (“ALS”). The application was submitted on November 13, 2023.
The Lodi Fire Department has provided Basic Life Support Services (BLS) for emergency medical response for the past fifty years. BLS allows personnel to provide basic CPR to patients. The transition to Advanced Life Support (ALS) will bring the Lodi Fire Department up to the industry standard and allow the department to provide advanced airway adjuncts, administer life-saving medications, and perform advanced procedures for both trauma patients and those with medical emergencies. The American Heart Association recommends that ALS care be provided within the first eight minutes of cardiac arrest or other cardiac emergencies for the patient’s best chance of survival. This transition into ALS service will ensure that our community is receiving Advanced Life Support within those parameters knowing that our community is frequently experiencing ambulance delays.
On March 15, 2024, the Lodi Fire Department received confirmation from SJC EMSA that the application had been received and approved (Exhibit A to Attachment 1). SJC EMSA provided an Advanced Life Support Authorization Agreement. The execution of this Agreement is required for the Lodi Fire Department to proceed with providing Advanced Life Support Services.
STRATEGIC VISION:
7C. Public Safety: Institute the Advance Life Support Program.
FISCAL IMPACT:
There is no fee associated with executing this Agreement. Cost for implementing ALS service on one fire apparatus are included in the FY 2024/25 proposed budget.
FUNDING AVAILABLE:
Not applicable.
