RECOMMENDED ACTION:
Adopt a resolution approving the Lodi Arts Commission (“Commission”) recommendation to select Artist Skyler Dietze’s conceptual design titled “Fruits of Our Labor” for the art installation project at State Route 99 and Turner Road, and to authorize an Artwork Design, Fabrication and Installation Agreement in a form approved by the City Attorney for a total agreement amount not to exceed $209,588 and $20,959 for final design contingency.

BACKGROUND INFORMATION:
The Lodi City Council appropriated $500,000 for an art installation at State Route 99 and Turner Road at its regular meeting held on April 20, 2022. Lodi’s cultural history will be celebrated through an art installation for citizens and visitors as they enter the City. There are many benefits to an art installation including its location in a public atmosphere (not confined to a museum or building); its enrichment to the City’s streetscapes lends itself to civic engagement, provides artists with professional opportunities, boosts local economy by creating an attraction to visitors, shows an investment to the City by celebrating Lodi’s livability and love-ability, boosts community pride, and will connect neighbors through a shared history.
Interchange improvements at State Route 99 and Turner Road included construction of a round-a-bout, widening of Cherokee Lane, bike lanes and sidewalk installation. The project construction started earlier this year and a ribbon cutting ceremony for the project was held on December 6, 2023. The art installation project will be located within the newly constructed round-a-bout.
The Commission released a call to artists on June 15, 2023, with a submission deadline of August 21, 2023. The call to artists sought conceptual design proposals for the artwork and 34 art proposals were received. On September 21, 2023, the Commission appointed a subcommittee to review the art proposals for the project and recommend finalist(s) to the Commission. At the November 8, 2023, Commission meeting, the Commission approved, and chose to recommend to the City Council, Artist Skyler Dietze’s (“Artist”) conceptual design titled “Fruits of Our Labor” which represents a splashing of red wine celebrating Lodi’s viticulture and historical relationship to the cultivation of world-famous grapes. Artist envisions the materials to “include a steel frame, paneled with stainless steel sheeting, welded and polished for a seamless lock, then powder coated with a chrome-like sheen and a deep red wine color”.
Upon City Council’s approval of the selected Artist and design, the City staff shall work with the artist on the final design in substantial conformity with the current proposal, and subsequently enter into an agreement with the artist to proceed with the project in a form approved by the City Attorney. This project is subject to Caltrans’ Transportation Art Guidelines. The forthcoming agreement will be for the design, fabrication and installation of the artwork and will include at a minimum:
• Plan view - artwork’s relationship to immediate environment
• Elevation view - intended physical appearance, scale and form
• Image view - to show important details and/or surface treatments
• Photo simulation
• Timeline and schedules
• Budget estimates
• Maintenance
The artwork concept has been reviewed by Caltrans’ District Coordinators and Landscape Architecture and Traffic Safety teams. Caltrans’ initial concerns include the size/scale (14’ is too large), sheen of sculpture (reflectiveness/glare), breakaway feature will need to be installed on top of a 4-ft high substrate or concreate platform within the central island and the artwork will need to meet horizontal clearance requirements behind the curb and gutter. These details shall be addressed in Artist’s design plans.
