Adopt a resolution authorizing the City Manager to execute Amendment No. 1 to extend the term limit to December 31, 2025, for the Professional Services Agreement with Mintier Harnish, LP, a California Limited Partnership, to address Zoning Code Compliance Related to the Housing Element Update and Request Unused Funds Roll to Future Budget Years.

BACKGROUND INFORMATION:
The City of Lodi initiated an update of its Housing Element, and related Environmental Justice Element, Safety Element, and Conservation Element of the General Plan in late 2022. As part of this effort, the City issued a request for proposals seeking qualified consultants to assist with preparing these General Plan updates and to provide additional technical services related to these efforts. The firm, Mintier Harnish, was selected to provide these services and on December 7, 2022, the City Council approved a resolution authorizing the City Manager to enter into a professional services agreement with Mintier Harnish for these services.
The Housing Element was adopted on March 20, 2024, and the Environmental Justice Element, Safety Element, and Conservation Element are anticipated to be adopted by Council on December 4, 2024. Once those are adopted, the focus will change to the final task included in the contracted scope of work: Zoning Code Compliance related to the Housing Element update.
The contract has not been previously extended. The proposed Amendment No. 1 would extend the term of the Mintier Harnish agreement through December 31, 2025. This amendment is limited to the term of service. No change to the approved scope of work or budget are proposed.
