RECOMMENDED ACTION:
Accept Improvements Under Contract for Lodi Lake Culvert Replacement.
body
BACKGROUND INFORMATION:
The City of Lodi has had ownership of Lodi Lake since the mid-1930s. With ownership of an old facility comes maintenance of old infrastructure. This infrastructure includes a 48” diameter corrugated metal culvert (connection pipeline) between Lodi Lake and a small bypass water body within Lodi Lake Park. The culvert crosses the Lodi Lake Park access road, roughly halfway between the nature area parking lot and the RV parking area at the northeastern portion of the lake (see Exhibit A). While there are no records of when the culvert was originally installed, it appears to be at least 65 years old.
There is also a concrete headwall on each end of the culvert. The headwall provides a support for the edge of the access road that crosses the culvert, as well as providing end support and erosion protection for the culvert. There were broken portions of the headwall, and sections of the culvert that were missing (see Exhibit B). Additionally, the northern concrete headwall was being supported by 2 different trees.
This project replaced the culvert and headwalls during the month of February (while the lake was empty). The project also removed the two trees that were impacting the northern headwall. The paving above the culvert will be completed with the adjacent Lodi lake Improvement Project to provide a seamless connection with the adjacent access road replacement.
Council approved the plans, specification, advertisement, award authority and change order authority on October 18, 2023. Fifteen (15) bids were received on November 15, 2023, with Consolidated Engineering Inc. being the lowest bidder (see breakdown below). The contractor started work on February 5, 2024, and completed the work on February 29, 2024. The contract was completed in substantial conformance with the specifications approved by City Council. The final contract price was $165,246.79, which is $16,746.79 more than the original contract price. The additional costs were due to the headwall extension, buried manhole demolition, soil stabilization fabric, additional tree removal, dewatering, and removal of concrete encasement of the existing headwall.
