body

BACKGROUND INFORMATION:

Assembly Bill 2572 (AB 2572) requires all water service in the state of California to be metered by January 2025.  To date, the City implemented metered water billing to all residential properties consisting of less than five units and commercial customers. Since 2010, the City implemented eight residential water meter phases that installed approximately 12,250 meters, and replaced over 28 miles of water main.  This does not include those meters installed by City staff and developers. The City must now complete the meter installations on the remaining multi-family properties (those properties consisting of five or more units) prior to the January deadline.

This project (Phase 9) will be the City’s final water meter project, and is the last component necessary to convert the entire city to usage-based billing.  This project will be procured in accordance with the State of California Public Contract Code to install approximately 160 water meters that range from 2-inches to 6-inches in size.  A map showing the locations of the meter installations is included as Exhibit A.  This project will not replace any water mains which will drastically reduce the project related inconveniences that residents endured with the previous water meter installation projects.

Plans and specifications for the project are on file in the Public Works Department located in the first floor of City Hall at 221 W. Pine St. Lodi, CA 95241.  The planned bid opening date is October 30, 2024.

Staff recommends approving plans and specifications and authorize advertisement for bids for Water Meter Program Phase 9 (Multi-Family) and adopt a resolution authorizing City Manager or designee to award the contract to the lowest responsive bidder in an amount not-to-exceed $1,500,000, execute change orders in an amount not-to-exceed $100,000, and pre-purchase the necessary water meters and data transmitting devices (ERTs) in an amount not-to-exceed $500,000.

STRATEGIC VISION:

5B. Infrastructure: Adaptive reuse of existing properties.

FISCAL IMPACT:

The city-wide conversion to usage-based billing is a requirement of the State. With approximately 3,800 less fixed rate customers, staff estimates the utility will realize a reduction in annual rate revenues of between 3%-5%. The reduction in revenue can be absorbed in the current rate structure. This project will not impact the General Fund.

FUNDING AVAILABLE:
