BACKGROUND INFORMATION:

Multi-Way Stop Control on Pine Street at Cluff Avenue

Traffic control devices, including signs, striping and pavement markings, on City streets are designed, installed and maintained in accordance with the California Manual on Uniform Traffic Control Devices (CA-MUTCD).  Stop controls such as two-way and multi-way stops are installed to assign right-of-way and not to control speeding.  CA-MUTCD identifies certain sets of criteria for stop sign installation so that there is uniformity in the use throughout the state. 

 

Stop control evaluations are based on the following criteria: traffic volume, collision data and the approaching speed on the major street that has higher daily traffic volume.  Other considering factors based on engineering judgement are left turn conflicts, vehicle/pedestrian conflicts near locations with high pedestrian volumes, sight visibility of the conflicting traffic, two collector/through streets with similar design and operating characteristics, equilibrium traffic approach volumes (45%/55%), and unusual intersection geometrics such as intersection offsets and vertical and or horizontal curves.

 

Public Works staff received requests for a multi-way stop on Pine Street at Cluff Avenue for heavy traffic, speeding and safety concern. Pine Street is an east-west 35 mile per hour (MPH) collector roadway with two travel lanes, bike lanes, and parking lanes.  Cluff Avenue is a north-south 35 MPH speed roadway with two travel lanes and parking lanes.  Currently, this intersection is a two-way stop control on Cluff Avenue which has less traffic volume than Pine Street, see Exhibit A for intersection location. Within the vicinity of the intersection, there are commercial buildings, residential homes, and a gas station with a food truck.  In 2024, the City restricted parking along the Pine Street residential frontage at the northwest corner (1350 E. Pine Street) in effort to address the denied postal service due to heavy parking from the food truck customers.  

 

Staff conducted an evaluation at this intersection based on the CA-MUTCD criteria.  This intersection did not meet the traffic volume and collision data criteria. The high demand of on-street parking from the food truck and commercial deliveries along the uncontrolled Pine Street limits the visibility at the stop-controlled Cluff Street for the oncoming conflicting traffic. Staff recommends Council adopt a resolution amending Traffic Resolution No. 2026-008, by approving a multi-way stop control at Pine Street and Cluff Avenue.

 

140-foot No Parking along Lakewood Elementary School’s Parking Lot on Ham Lane

Public Works staff received a request from the Lodi Unified School District to evaluate the on-street parking adjacent to the parking lot of Lakewood Elementary School.  Ham Lane is a four-lane roadway between Turner Road and Kirkwood Drive and becomes a two-lane roadway north of Kirkwood Drive.  The two northbound lanes merge into one lane along the Lakewood School’s parking lot.  The recent Lakewood Elementary School improvements installed the appropriate lane merge striping, pavement markings and signage along this segment of Ham Lane.  Unfortunately, the lane merge area cannot accommodate on-street parking where vehicles are parking during pick-up and drop-off periods (Exhibit B). 

 

Staff recommends removing 140 feet of on-street parking on the east side of Ham Lane between the elementary schools’ parking lot driveways (Exhibit B).

 

Converting Angled Parking to Parallel Parking on Washington Street and Sacramento Street

Angled Parking Zones are established at various locations of City streets within the Traffic Resolution.  Staff recently received requests to convert angled parking to parallel parking at two locations, Washington Street from Walnut Street north to the alley and Sacramento Street from 115 feet north of De Force Avenue to 170’ north of De Force Avenue. (Exhibit C).

 

Public Works staff received a concern with the sight visibility on Walnut Street at Washington Street and a request for an all-way stop evaluation to improve visibility.  An all-way stop evaluation was completed; however, the intersection did not meet the State guidelines for an all-way stop.  As part of the evaluation, staff conducted a sight visibility study. There are currently five angled parking stalls from Walnut Street north to the alley.  A site visit confirmed that the angled parking stalls on the west side of Washington Street cause a sight visibility issue to see oncoming southbound motorists. Staff discussed with Janelle Wilkinson, the President of LOEL Senior Center, about the LOEL Senior Center’s programs/events parking needs with respect to the existing on-site and on-street parking provided and the proposed on-street parking change. She is in support of the angled parking conversation and will provide notification to the members/participants about the change. By converting the five angled parking spaces to four parallel parking spaces, eastbound motorists will have improved visibility of oncoming southbound traffic.

 

The business owner of 405 N. Sacramento Street requested that the three angled parking stalls fronting his business to be converted to parallel parking. Staff conduct a site visit and the angled parking not only obstructs the visibility of oncoming northbound traffic at the business’s driveway, but also obstruct the visibility of the oncoming southbound traffic at the residential driveway immediately to the south (401 N Sacramento Street). Replacing the three angled parking stalls with two parallel stalls will improve the sight visibility for both 401 and 405 N. Sacramento Street. (Exhibit C)

 

Staff recommends amending “Section 4 - Angle Parking Area” of Traffic Resolution 2026-008 by removing five angled parking and replacing with four parallel parking on Washington Street (west side) from Walnut Street north to the alley, and removing three angled parking and replacing with two parallel parking on Sacramento Street (west side) from 115 feet north of De Force Avenue to 170’ north of De Force Avenue.

 

FISCAL IMPACT:

Minimal Fiscal Impacts. This project will not impact General Fund.
