BACKGROUND INFORMATION:

AB 413 Compliance

On October 10, 2023, Governor Newsom approved Assembly Bill 413 (AB 413), also known as the Daylighting Law, to amend the California Vehicle Code (CVC) 22500(n) to restrict parking at intersections to improve pedestrian safety. The Daylighting Law prohibits the stopping, standing or parking of a vehicle within 20 feet of the vehicle approach side of any unmarked or marked crosswalk or 15 feet of any crosswalk where a curb extension or bulb-out is present. The parking restriction is enforceable whether there is a sign, red curb, or nothing at all (similar to parking restrictions at fire hydrants).

At the November 12, 2024 City Council Special Meeting, staff presented information regarding AB 413 along with a plan to prioritize intersection markings based on the high pedestrian/bicycle conflict areas which include:

•                     Uncontrolled marked crosswalks near schools

•                     Marked crosswalks on bus routes with high student ridership

•                     Controlled marked crosswalk near schools

•                     Parks / Senior facilities

•                     Churches

•                     Other high pedestrian areas

AB 413 will also affect the Downtown area. To comply, approximately 40 marked/designated parking stalls must be removed in the Downtown area which equates to approximately 3 percent of the total parking stalls currently available.

Staff recommends authorizing the Public Works Director to establish Parking Restrictions within the City to comply with AB 413 - CVC 22500(n), by utilizing appropriate signs and/or markings in accordance with City policy and applicable laws.

Harney Lane

Since July 2023, Public Works, Community Development, the Fire Department and the Police Department have received numerous complaints about food vendors encroaching in the City’s public right of way throughout the City. One of these locations includes the south side of Harney Lane between Cherokee Lane and Reynolds Ranch Parkway. This is a location that is not suitable for off roadway parking nor for vehicles entering the flow of traffic along Harney Lane once the patrons have been served, thereby causing a public safety condition.

To deter this activity, two “No Parking” signs were installed under the Public Works Director’s authority to establish a no parking zone that extended 100 feet from where the food vendor typically locates for business. Unfortunately, the food vendor relocates outside the no parking zone and resumes operations. By extending the no parking zone from the easterly City Limits to 450 feet east of Reynolds Ranch Parkway, the City will be able to enforce the parking restrictions along that entire corridor thereby reducing the public safety concerns.

Staff recommends amending “Section 3 - Street Parking Restrictions” of the Traffic Resolution 2025-008 approving the no parking on the south side of Harney Lane between the easterly City Limits and 450 feet east of Reynolds Ranch Parkway (Exhibit A).

Angled Parking

Recently, three projects have either added or removed angled parking. If approved, Traffic Resolution 2025-008 will be amended as follows:

1. Sacramento Street between Lockeford Street and 170 feet north of De Force Avenue

•                     Added angle parking on both sides of Sacramento

2. Pacific Avenue between Elm Street and Oak Street

•                     Removed angle parking on east side and installed school bus parking only

3. Sacramento Street between Lodi Avenue and Oak Street

•                     Removed angle parking on the east side and installed parallel parking

Staff recommends amending “Section 4 - Angle Parking Area” of Traffic Resolution 2025-008 by adding angle parking on Sacramento Street between Lockeford Street and 170 feet north of De Force Avenue; remove angle parking and replace with school bus parking only on Pacific Avenue (west side) from 600 feet south of Elm Street to 730 feet south of Elm Street; remove angle parking and replace with parallel parking on Sacramento Street (east side) from Lodi Avenue to Oak Street.

One-Way Alley

Public Works received concerns about wrong way traffic in downtown alleys and requests for additional signage in the downtown area. The one-way designations in east-west alleys were established to enhance pedestrian safety by restricting vehicular traffic, especially truck traffic entering onto School Street. Representatives from businesses that front Sacramento Street contacted staff and expressed concerns about the one-way east-west and one-way north-south alley bounded by Walnut Street, School Street, Lodi Avenue and Sacramento Street because the one-way restrictions impact truck deliveries.

Removing the one-way restrictions as shown on Exhibit B, will allow truck deliveries from Sacramento Street and Lodi Avenue to businesses that front Sacramento Street while maintaining pedestrian safety by restricting vehicular access onto School Street.

Staff recommends amending “Section 1 - One-Way Streets and Alleys” of Traffic Resolution 2025-008 by removing one-way restrictions on the east-west alley between Lodi Avenue and Walnut Street from Sacramento Street to 160 feet west of Sacramento Street; and removing the one-way restriction on the north-south alley between Sacramento Street and School Street from Lodi Avenue and Walnut Street.
