RECOMMENDED ACTION:
Adopt a resolution authorizing City Manager to execute Professional Services Agreement with Sapsis, Inc., of Pennsylvania, for the Charlene Lange Theater Rigging Project at Hutchins Street Square ($235,315) and appropriate funds ($20,000).
body
BACKGROUND INFORMATION:
Based on a recent inspection of the fire curtain and rigging system at the Charlene Lange Theater at Hutchins Street Square, the following equipment needs to be repaired immediately to meet safety regulations as listed below:
• Removal of a speaker cluster that overhangs seating
• Replacing the fire curtains floor mounted motorized winch and fire curtain release system
• Replacing 10 stage rigging-manual winches (current winches do not operate safely and are obsolete)
• Work done on chain hoist line sets to meet OSHA safety standards
The speaker cluster to be removed is hung above theatre seating and after inspection is deemed a critical life safety issue that requires immediate attention. Currently the fire curtain did not pass safety inspection because it would not release properly from the left or right side. The 10 rigging winches are now obsolete and spare parts are no longer available. Six (6) of the 10 are currently locked in place with a steel pipe to keep lines from dropping. The chain hoists are long overdue for maintenance service and are not current with safety standards. Servicing the chain hoists will ensure longer life expectancy as well as making sure all aspects of the line sets are operating properly and safely.
The City solicited bids from three vendors with Sapsis, Inc. being the only responsive bidder in the amount of $235,315. Sapsis, Inc. will provide the materials and labor needed for their staff, including an ETCP certified rigging supervisor, to complete the repairs to ANSI and OSHA standards.
Council approved reallocation of funds from the HSS Climate Control System Project in the amount of $220,000 at its May 15, 2024 meeting, however an additional $20,000 is needed to complete the entire project. Project savings are available through the HSS Climate Control Project.
STRATEGIC VISION:
6D. Parks: Expand, develop, and maintain Hutchins Street Square facilities to meet or exceed industry standards.
FISCAL IMPACT:
The current fire curtain and associated equipment pose a huge safety concern and liability risk if not repaired. Repairs are necessary to meet OSHA standards. Additionally, not being able to rent the theatre would result in a loss of revenue.
