Adopt a Resolution authorizing Interim City Manager to execute agreement with Clifford Moss, LLC of Oakland, for public communications and election feasibility for possible 2024 revenue measure in an amount not to exceed $65,000.

BACKGROUND INFORMATION:
Clifford Moss LLC, (“Clifford Moss”) proposes to provide Phase I consulting and communications services to the City for the period of February 7 through April 30, 2024 for a fixed fee of $65,000. During this first phase of the engagement, Clifford Moss will work with staff to engage the Council, assess Lodi's current electoral environment, and help us plan for a quality LISTENING Initiative later this spring, engaging our Lodi community, inviting community members to weigh in and share their thoughts and opinions on City needs.
Clifford Moss will also engage Godbe Research to conduct a poll to further this research effort. The object is to find the intersection of interests between what we know our most critical needs at the City are, and the level of community support that exists to address those needs in the form of a future ballot measure.
The proposed second phase includes a robust, multidimensional program of community engagement and information with Lodi residents and stakeholders following positive baseline polling results. This second phase includes a monthly fee of $7,500 for services from May 1, 2024, through September 30, 2024, and services will only be called upon should baseline results indicate there is likelihood of a successful measure. A separate information-ONLY program budget will also be needed, developed and submitted to Council for approval should we continue with Phase 2 Clifford Moss services based on Phase 1 poll results.
Staff recommends that Council authorize this agreement with Clifford Moss, LLC, for public communications and election feasibility for a possible 2024 revenue measure.
