body
BACKGROUND INFORMATION:
The City maintains 28 groundwater well sites throughout the city as part of our domestic water supply system. The groundwater wells require regular maintenance and inspection in order to function properly.
Pulling the pumps from the wells and performing video inspections require special equipment and contractors that hold a state license that authorizes them to perform specialized work on municipal water wells. This contract was to provide well and pump inspection and repair services on an as-needed basis. The objective of this contract was to minimize delay in performing inspections and making necessary repairs at water well facilities which minimizes the down-time for that well.
On May 3, 2023, Council authorized the award of the On-Call Well and Pump Repair Contract to Zim Industries, Inc. of Fresno in the amount of $995,750. Wells 9, 10, 11R, and 17 were rehabilitated and expended the available funds in the contract.
On April 16, 2024, Council authorized the City Manager to execute $250,000 in change order authority to rehabilitate Well 20.
All work was completed in substantial conformance with the plans and specifications approved by City Council. The final contract price was $1,237,314 that included one change order that totaled $241,564.
Change Order No. 1 ($241,564) was for addition work, materials and equipment to rehabilitate Well 20. The rehabilitation included removal of pump, motor, pump shaft, and pump column and replace with all new materials and equipment. The work included brushing videoing the well, brushing, test pumping and disinfecting the well.
Following acceptance by the City Council, as required by law, the City Engineer will file a Notice of Completion with the County Recorder’s office. The notice serves to notify vendors and subcontractors that the project is complete and begins their 30-day period to file a stop notice requiring the City to withhold payments from the prime contractor in the event of a payment dispute.
